The 3-2-1 Service provides Cambodian people, the majority of whom have mobile phone access, valuable information, especially in rural areas. Through the 3-2-1 Service, Cambodian people are offered information on topics including land-rights,health, family planning and birth spacing.
The current content includes information on Agriculture, Education, Environment & Global Climate Change.
The service also provides extensive Financial Inclusion information, which directly contributes to the Sustainable Development Goals:
Decent Work and Economic Growth, Gender Equality, Good Health and Well-being, No Poverty, Reduced Inequality, and Zero Hunger.

Rather than providing SMS and USSD channels, in Cambodia, the 3-2-1 Service content is available on a 321online mobile website, optimized for low-end feature phones. Cellcard provides free, zero-rated, access to this site to its subscribers.
Many mobile phones in Cambodia can’t send or receive an SMS or USSD message in the Khmer script. And according to a report by The Asia Foundation, most Cambodians do not know how to type in Khmer on a basic phone keypad.
